<P>PROBLEM TO BE SOLVED: To determine priority for creating deliverables among deliverables ready for creation in creating a plurality of deliverables having a dependent relationship. <P>SOLUTION: The bottleneck analyzing apparatus 100 is provided with a storage 113 storing management information of the deliverables, a bottleneck analyzing process 120 carrying out bottleneck analysis on the basis of the dependent relationship and a percentage of completion in the management information of the deliverables, an input device 110 receiving operation of a user, and an output device 111 presenting a bottleneck analyzing process result to the user.
