PROBLEM TO BE SOLVED: To provide a vinyl chloride-based paste resin capable of giving a foamed product having good foamed cells, to provide a method for producing the same, and to provide a paste sol given by using the same, and to provide the foamed product. SOLUTION: This vinyl chloride-based paste resin comprises using (A) an oil-soluble initiator in an amount of 0.013-0.5 pt.wt. and (B) a thermal decomposition-type water-soluble initiator in an amount of 0.003-0.05 pt.wt. based on 100 pts.wt. of a vinyl chloride-based monomer and conducting fine suspension polymerization, wherein a weight ratio of the thermal decomposition-type water-soluble initiator (B) to the oil-soluble initiator (A) is 0.05-1.0.
