PROBLEM TO BE SOLVED: To surely inhibit an access to a pre-restricted limited page when a mobile phone resident in a private area utilizes the Internet even through the selection of a public mobile telephone line in the mobile phone capable of performing the access by selecting a private mobile telephone line or the public mobile telephone line. SOLUTION: The mobile phone 1 can select the private mobile telephone line or the public mobile telephone line and connect with the selected line, and an access control means of the mobile phone 1 permits the mobile phone 1 to make an access to a designated site via the public mobile telephone line on the condition that the designated site designated by the access object is not a limited site whose access is limited in advance and inhibits the mobile phone 1 to access the designated site via the public mobile telephone line when the designated site is the limited site, in the case that the mobile phone 1 is resident in a company premises built up with a wireless LAN private network (a private base station 2, a private exclusive PBX 3, and a private server 4) and the mobile phone 1 selects the public mobile telephone line to designate an optional site on the Internet as the access object.
