PROBLEM TO BE SOLVED: To provide a method for adaptively selecting a context model for entropy coding and a video decoder. SOLUTION: The method for coding a residual prediction flag showing the result of the prediction in order to code residual data of a block composing an enhanced layer of a multi-layered video signal by predicting from residual data of a corresponding lower layer block. The method includes calculation of energy of the residual data of the corresponding lower layer block, decision of a method for coding the residual prediction flag by the energy, and coding of the residual prediction flag by the decided coding method.
