PROBLEM TO BE SOLVED: To provide a semiconductor device capable of stably controlling even in a case where a plurality of power supply systems are controlled independently, and its manufacturing method. SOLUTION: In the semiconductor device, the semiconductor device has at least a first power supply system A and a second power supply system B. The semiconductor device is provided with an input and output circuit 11 and permitting the current control of an input or an output signal, an input circuit 51 for control signal provided in the first power supply system A to input a control signal for effecting the current control of the input and output circuit 11, and a control circuit 41 provided in the second power supply system B to effect the current control of the input and output circuit 11 in accordance with the supply voltage of the second power supply system.
