PROBLEM TO BE SOLVED: To suppress the degradation of a downlink capacity by stopping the assigning of a priority level to E-AGCH as an independent bit, for a smaller overhead of the E-AGCH. SOLUTION: The transmission speed control method includes a process in which a radio base station transmits an absolute speed control channel including a mobile station discriminator, a process which the mobile station determines whether the absolute speed control channel is a signal addressed to the mobile station or not based on the mobile station discriminator contained in the absolute speed control channel that is received, and a process in which the mobile station controls the transmission speed on an uplink based on the absolute speed control channel if the determination result is confirmative.
