<p><P>PROBLEM TO BE SOLVED: To provide an apparatus and a program for image processing, facilitating synchronization of an image with motion information and enabling circuit scale reduction, by use of the motion information detected from the image while making the motion information correspond to image information for different image processing. <P>SOLUTION: From an image signal being input by an image acquisition section 101 and an image signal stored in a memory 104, a motion detection section 102 detects the motion information. Using the detected motion information, a noise reduction section 103 reduces noise, and then a motion detector section 105 detects a moving object.
