PROBLEM TO BE SOLVED: To precisely measure moment of inertia of an engine without affected by loss due to a profile of engine rotational speed variation and without extremely changing the rotational speed of the engine. SOLUTION: The rotational speed of the engine 1 is made approximately constant by an engine control part 11, and output torque of a dynamometer is excited and controlled by a normal distribution random number signal as a torque command of a dynamometer control part 12. A detection part 13 records data of axial torque T<SB>tm</SB>generated at a coupling shaft 4 in the excitation control and the rotational speedω<SB>dy</SB>of the dynamometer for a prescribed time. An operation unit 14 estimates a transfer function with the axial torque T<SB>tm</SB>as an input and the rotational speed of the dynamometer or the rotational speed of the engine as an output from the data, acquires a gain characteristic (ω, g) of a gain g with respect to the angular frequencyωfrom the transfer function, and acquires the moment of inertia of the engine from the gain characteristic by an operation.
