PROBLEM TO BE SOLVED: To provide a terminal treating device and a terminal treating method capable of increasing working efficiency by reducing the number of excavated portions. SOLUTION: This terminal treating device 1 formed by fixing a terminal treating band 106 to the terminal of a seal hose 104 with flexibility fitted to the inner peripheral surface of a conduit 100 comprises a terminal treating means 2 movable in the conduit 100, having the terminal treating band 106 fitted thereto in a ring shape with a diameter smaller than the diameter of the conduit 100, and pressingly fixing the seal hose 104 to the inner peripheral surface of the conduit 100 by increasing the diameter of the terminal treating band 106.
