PROBLEM TO BE SOLVED: To provide an image forming apparatus that can suppress generation of black spots or color spots caused by a conductive foreign matter piercing the surface of an image carrier in a transfer region and that can suppress color slippage caused by deformation of a belt member. SOLUTION: The image forming apparatus includes at least an image carrier 11, a charging means, an exposing means, a developing means, and a transfer means, and is provided with a transfer roll and a belt member. The image carrier has at least a charge generating layer 112 and charge transporting layer 113 laminated in this order on a conductive substrate 111, and has an overcoat layer 1131 as an outermost surface layer thereon, the overcoat layer containing a phenolic derivative having a methylol group and a charge transporting material having at least one kind selected from a hydroxyl group, carboxyl group, alkoxysilyl group, epoxy group, thiol group and amino group.
