PROBLEM TO BE SOLVED: To achieve a remaining capacity operation system of a secondary battery of a neural network type capable of precisely measuring an electric quantity related to the electric storage state while preventing increase in operation load. SOLUTION: The SOC operation accuracy is easily improved by adopting the latest current accumulation amount Qx as an input parameter, in addition to the past record of a voltage/current pair and an open circuit voltage Vo.
