PROBLEM TO BE SOLVED: To provide a heat insulating waterproof construction structure capable of preventing infiltration of a solvent into a heat insulating material block in joining by welding of the solvent, and capable of preventing a head part of a fixture from projecting a waterproof sheet without loosening a screw. SOLUTION: This heat insulating waterproof structure is pressed and fastened in a mode of bringing an abutting part of a synthetic resin 4a and a thermoplastic resin 2 in close contact by the fixture 1 for covering a joining piece 4 for a waterproof sheet having a surface composed of the synthetic resin 4a in at least a seat surface 1c with the thermoplastic resin 2, and the waterproof sheet 6 is covered from above this joining piece 4 for the waterproof sheet, and an abutting part of the synthetic resin 4a and the waterproof sheet 6 is joined by the welding of the solvent.
