PROBLEM TO BE SOLVED: To provide a conductive roller designed such that even when charging is carried out by the application of a superimposed voltage using both a direct current voltage (DC) and an alternating current voltage (AC), charging noises emitted due to vibration between a charging member and an electrophotographic photoreceptor, which results from a change in electric field intensity, can be suppressed, and to provide a electrostatic charging roller. SOLUTION: In the conductive roller having one or more conductive elastic layers on the periphery of a metal core, each conductive elastic layer has a tanδ(loss tangent) of≥0.18 to <0.3 when a sinusoidal oscillation of 1 Hz is applied to the conductive elastic layer at 23°C.
