A character data service system using a stuffing byte of MPEG(Moving Picture Experts Group) data is provided to load character data on MPEG data to transmit the character data by using a character splitting unit and a stuffing byte reading unit. A character data service system includes a character mixing transmitter for loading character data on MPEG data to transmit the data and a character separating and outputting unit(200). The character mixing transmitter(100) includes a stuffing byte reading unit, a character splitting unit, and a character mixing unit. The stuffing byte reading unit recognizes a stuffing byte in compressed MPEG data. The character splitting unit splits inputted character data according to the size of the stuffing byte read by the stuffing byte reading unit. The character mixing unit mixes character data split by the character splitting unit with the stuffing byte of the MPEG data. The character separating and outputting unit includes a character data search part for searching the MPEG data mixed with the character data for the character data, and a character data separator for separating the searched character data from the MPEG data.
