PROBLEM TO BE SOLVED: To make recording under simplified record conditions while detecting photography of those who are permitted to enter a surveillance place, by changing the recording conditions which can save on a recording medium, and in other periods the photography is carried out under usual conditions. SOLUTION: An image recording system for surveillance recorded with a record means 21 by using a photography means 11 is provided with a mobile terminal originating means 31 which is a portable by people and can send a discernment signal, a reception means 23 for receiving a discernment signal from the mobile terminal originating means 31, and a control means 25 for controlling the record conditions of the record means 21. The control means 25 is connected to the reception means 23. When the discernment signal from the mobile terminal originating means 31 is received by the reception means 23 during a receiving period of the discernment signal, the record conditions of the record means 21 are changed into the record saving conditions from the conditions during a non-receiving period of the usual discernment conditions.
