<p><P>PROBLEM TO BE SOLVED: To provide a grouting material for foundation strengthening use, keeping fluidity in the transportation through a long hose, gelling in the form of a lump after pressing into the foundation, free from troubles of the impregnation in the space between soil particles and the escape out of a prescribed range and effective for increasing the density of the surrounding soil and sand, and provide a foundation strengthening method, a grouting control method and a grouting control apparatus to use the grouting material. <P>SOLUTION: The grouting material to be injected into the foundation through an injection hole bored in the foundation is composed of fly ash, a calcium-based powdery cure developing material and water as active components.
