<P>PROBLEM TO BE SOLVED: To prevent static electricity from being applied to an LED by earthing the static electricity of a cover attached to the mounting surface of a substrate from the substrate side. <P>SOLUTION: The substrate for mounting LEDs which has its top face covered with a cover comprises an LED mounting surface where LEDs are mounted and a conductive pattern formed along the periphery of the LED mounting surface.
