PROBLEM TO BE SOLVED: To provide a cosmetic base which has both an excellent touch and a high moisture-retaining property and has excellent compatibility with oily ingredients, and to provide a cosmetic compounded with the same. SOLUTION: This cosmetic base comprises a polyoxyalkylene fatty acid ester represented by the following formula (I): Z-äO(AO)<SB>l</SB>(EO)<SB>m</SB>-(BO)<SB>n</SB>-R}<SB>a</SB>[Z is the hydroxy group-removed residue of a compound having two to nine hydroxy group; (a) is 2 to 9; AO is an oxyalkylene; EO is oxyethylene; (l) and (m) are the average addition moles of the oxyalkylene and the oxyethylene groups, respectively, wherein 1≤(l)≤50, and 1≤(m)≤50; the (AO/EO) weight ratio of AO/EO is 1/5 to 5/1; BO is a 4C oxyalkylene; (n) is its average addition moles; R is a fatty acid residue or H].
