PROBLEM TO BE SOLVED: To provide an external wall outer thermal insulating panel excellent in fire resistance, heat resistance, sound insulation efficiency and thermal insulation efficiency with very lightweight and high strength in comparison with the conventional external wall. SOLUTION: The external wall outer thermal insulating panel is so characteristically constituted that a rib 1 consisting of the front plate 2 formed of an approximately rectangular front plate body 2a perforating connecting holes 2b and 2c in both up and down thereof, the back plate 3 consisting of an approximately rectangular back plate body 3a having both up and down nut covered 3d and 3e perforating the connecting holes in the central part and approximately trapezoid up and down connecting plates 4 and 5 providing up and down through-holes 4b and 5b for connecting the front plate 2 and the back plate 3 and a plurality of upper projected sections 7b in the shape of an approximately square column are provided to an upper surface in parallel with each other and at equal intervals, a plurality of approximately columnar lower projected sections 7c are provided to the center of a lower surface at equal intervals and that, furthermore, an external wall material 7 consisting of an approximately rectangular styrene foam equipped with the semi-columnar lower projected sections 7c in parallel with both sides of each approximately columnar lower projected section 7c and the ribs 1 are parallel to the inside of the external wall material 7 at equal intervals and a plurality of ribs are involved so that the front plate 2 of the rib 1 and the outside of the back plate 3 can be the same height as that of the outside of the external wall material 7.
