PROBLEM TO BE SOLVED: To construct a folded-plate roof seeding and planting structure by stably fixing a seeding and planting base material A (unit seeding and planting base material 10) onto the folded-plate roof R and utilizing the base material. SOLUTION: A foam resin board 40 as a height increasing material is laid down on the ridge part 3 of the folded-plate roof R. A first fixing tool 20 having stud bolts 22 vertically installed on the seeding and planting base material A at the same pitch as the pitch P1 of mounting holes for the base material in an X-direction is placed on the foam resin board 40. One end of a second fixing tool 30 having elongated holes 31 at its both ends is engaged with a bolt 5 vertically installed on the ridge part 3, and the other end thereof is fixed to the first fixing tool 20. The first fixing tool 20 is moved in a Y-direction, that is in the direction of eaves, to adjust its position, and an interval between the first fixing tools 20 and 20 adjacent to each other is made equal to the pitch P2 of the mounting holes for the seeding and planting base material A in the Y-direction and fixed to each other. By using the stud bolts 22 of the first fixing tool 20 fixed, the seeding and planting base material A is fixed to the folded-plate roof, and a vegetation mat 54 is disposed on the seeding and planting base material.
