PROBLEM TO BE SOLVED: To provide a waterproofer, a pavement material and a base material having the same functions as those of conventional cured products without using materials suspicious to have environmental hormone activities. SOLUTION: The waterproofer, the pavement material and the base material comprise a compound comprising a terminal isocyanate group-having urethane prepolymer prepared by reacting a polyol with a polyisocyanate, an inorganic filler and a two-component curing urethane composition containing an alkylmonocarboxylic acid-modified higher fatty acid ester and have 1,000-12,000mPa s viscosity at 25°C.
