PROBLEM TO BE SOLVED: To solve the problem that the possibility is high that a detected motion vector, if greatly different from a true motion vector, is determined to be an effective motion vector for a special image. SOLUTION: In the motion vector detector, a first motion vector detecting unit 121 detects a first motion vector from the present image to the previous frequency from a fixed amount of images acquired one after another, a second motion vector detecting unit 122 detects a second motion vector from the present image to the previous frequency from a fixed amount of images acquired one after another, and a validity decider 123 decides the validity of the motion vector about the fixed amount of images on the basis of the first and second motion vectors, and determines the motion vector about the fixed among of images on the basis of the validity of the decided motion vector.
