PROBLEM TO BE SOLVED: To provide a phosphor capable of suppressing reduction in luminance when used in a light-emitting element. SOLUTION: The phosphor comprises a compound represented by the formula: M<SP>1</SP>M<SP>2</SP><SB>m</SB>M<SP>3</SP><SB>n</SB>O<SB>(3m+4n+2)/2</SB>and, as an activator, one or more metal elements selected from the group consisting of Ce, Pr, Nd, Sm, Eu, Tb, Dy, Ho, Er, Tm, Yb, Bi, and Mn. In the formula, M<SP>1</SP>denotes one or more selected from the group consisting of Ca, Sr, and Ba; M<SP>2</SP>denotes one or more selected from the group consisting of Y, La, Gd, and Lu; M<SP>3</SP>denotes Si and/or Ge; m denotes a value ranging from 1.5 to 2.5; and n denotes a value ranging from 2.5 to 4.5.
