PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of suppressing defects in cleaning residual toner on a photoreceptor 11 while achieving low-potential-difference development and also suppressing development density unevenness due to wear of the photoreceptor 11. SOLUTION: In such constitution that toner on a 1st toner electrostatic conveyance substrate 101 is conveyed toward a development region R1 while being hopped on the surface with electrostatic force, and stuck on an electrostatic latent image on the photoreceptor 11 in the development region R1 to develop the electrostatic latent image, the bias value to be supplied of a conveyance electrode in a development region R1 nearby the photoreceptor 11 in the entire region in the surface direction of the 1st toner electrostatic conveyance substrate 101 and that of a conveyance electrode in a development adjacent region R2a upstream from the development region R1 in the toner conveying direction are made different from each other.
