PROBLEM TO BE SOLVED: To provide an access control system having high safety and user-friendliness. SOLUTION: The access control system 1 determines whether a predetermined access right out of a plurality of access rights having different conditions that a user accesses a device 2 to be accessed is given or not to the user. It comprises a feature data acquiring means 11 for acquiring feature data to be used for authentication from the user, a user authentication data storage means 15 for previously storing user authentication data as criteria for authenticating the user from the feature data, user authentication means 12, 13 for comparing the stored user authentication data with the acquired feature data and calculating user authentication probability, an access reference data storage means 16 for storing access reference data in which the access right to be given depending on the authentication probability is preset, and an access right determining means 14 for determining the access right corresponding to the user authentication probability calculated in accordance with the stored access reference data.
