PROBLEM TO BE SOLVED: To solve the problem that an additional time or labor is spent so as to set a Switch-ID. SOLUTION: Each switch 10a-10d is mounted to a back panel 20, and the each the switch 10a-10d acquires a UNIT-ID different in each a mounting position from the back panel 20. Each the switch 10a-10d acquires a number of the mounting position from the acquired UNIT-ID by use of a mounting position table, and sets a number obtained by adding '1' to the number of the mounting position as the Switch-ID of the switch 10a-10d itself.
