An organic electroluminescent panel is provided to prevent some lines from being damaged by forming an insulation layer on an outer portion of some lines, thereby preventing short circuit between the lines. Plural pixels are formed in luminescent regions in which first indium tin oxide layers are across metal electrode layers. Data lines(206) are connected to the first indium tin oxide layers. Scan lines(210) are connected to the metal electrode layers. An insulation layer is formed on an outer portion of any data line and an outer portion of any scan line. Each of the lines comprises a second indium tin oxide layer and a metal layer which are sequentially formed on a substrate.
