PROBLEM TO BE SOLVED: To provide an optical element which is advantageously miniaturized. SOLUTION: The optical element 40 comprises a vessel 42, a first liquid 44, a second liquid 46 and a voltage applying means. The first liquid 44 has polarity or conductivity and is enclosed in the vessel 42. The second liquid 46 is immiscible to the first liquid 44 and is enclosed in the vessel 42. Further, the first liquid 44 and the second liquid 46 have the same specific gravities and are formed so that the transmittance of the first liquid 44 is lower than that of the second liquid 46. A hydrophilic film 58 is formed on a part where the first liquid 44 is located on an inner surface of a side surface wall 4204 and a water-repellent film 60 is formed on a part where the second liquid 46 is located on an inner surface of the side surface wall 4204.
