PROBLEM TO BE SOLVED: To provide an inexpensive paper feeder with a simple configuration capable of reducing the impact noise generated when carrying out a recording sheet from a paper feed tray, and an image forming device having the same. SOLUTION: In the paper feeder, a carrying passage is set so that a rear end of a recording sheet 54 is rapidly moved when the rear end of the recording sheet 54 drawn out of a paper feed tray is passed through a highest surface of the recording sheets 54 stored in the paper feed tray as the recording sheets 54 stored in the paper feed tray are carried in a pressing area by a feed part 64 and fed separately one by one. The paper feeder has a high part 46H formed at the height for preventing the recording sheets 54 in a stacked state from being collapsed in the carrying direction, and a low part 46L formed at the height separate from the limit position at which the rear end of the recording sheet 54 is passed through the highest surface of the recording sheets 54 stored in the paper feed tray and rapidly moved, and reaches.
