PROBLEM TO BE SOLVED: To provide a small illuminating device in which the effect of heat from a light source on an optical member is less. SOLUTION: The illuminating device 5 includes: the light source 6; and the optical member 8 disposed on the light emission side rather than on the light source side and having an incident face 8b that is a refracting face. The incident area 8b has: a first area 8b1 where first light emitted from the light source at an angle smaller than a first angle relative to an illuminating optical axis enters; and a second area 8b2 where second light emitted at an angle larger than the first angle relative to the illuminating optical axis enters. The second area is located on the light source side rather than on the first area side in the direction of the illuminating optical axis. In addition, the angle of the inclination of the second area relative to the illuminating optical axis is the angle of the inclination of a tangent in the second area, the angleϕon the acute angle side is set to 45°≤ϕ<90°.
