PROBLEM TO BE SOLVED: To accurately and easily detect wearing of a part to be worn (cutter bit ridgeline of throw-away tip) of a rotary cutting blade (milling-cutter) at non-contact system and even at high speed rotation. SOLUTION: A conductive sensor part 23 is provided on the part to be worn, a conductive coil 21 is provided on a rotation body mounted with the rotary cutting blade and the conductive sensor part 23 and the conductive coil 21 are constituted as a conductive circuit 20. A high frequency oscillation coil 12 is arranged at a position periodically approaching to the conductive coil 21 by rotation of the rotation body (milling cutter arbor) mounted with the rotary cutting blade. The high frequency oscillation coil 12, a high frequency oscillation source 13 and RC circuit 11 comprising a capacitor 11a and resistance 11b arranged in parallel are connected in series and a voltage value or a current value between both ends of the RC circuit 11 is detected by a detection part 14.
