PROBLEM TO BE SOLVED: To provide a target specifying/evaluating device that determines the specification result based on the variation of target radar reflection area (RCS) depending on distance and direction, narrows a plurality of target specification results that cannot be narrowed by radio wave data, and allows accurate specification result. SOLUTION: This target specifying/evaluating device comprises a false target producing section 25 for producing a plurality of false targets based on an arbitrary scenario, a cover region evaluation section 26 for calculating a cover region of a radio wave detection device or the like, a target detection simulation section 100 for creating detected target radio-wave target data or the like, a data base creating section 33 for creating a data base for storing a correspondence relation between distance-RCS data or the like and the target specification result, a target specification section 39 for specifying the target by comparing and collating the radio wave target data or the like with the data base, a specification result evaluating section 40 for updating the specification result, a result displaying section 42 for displaying the specification result, a specification result processing section 38 for processing the specific result statistically, and a data base updating section 43 for updating the data base based on the processing result of the specification result.
