FIELD: building, particularly erection of motor and rail road embankments, dikes over pipelines and other structures in permafrost ground, construction of temporary roads in difficult conditions, namely in areas characterized by loose sand, in watered zones formed by clay or biogenic rock. ^ SUBSTANCE: heat-insulation layer comprises at least one panel with cells filled with fiber material. The panels are formed of polymeric material, namely solid compacted polyethylene and are connected with each other to form single structure. The cells are hollow and face ground by opened parts thereof.
