PROBLEM TO BE SOLVED: To discharge residual voltage in a short time, when disconnected from an outlet. SOLUTION: An alternating-current power supply 7 from the outlet 4 is connected to a rectifying element 9, that is connected with a noise filter 8 and a capacitor 1 and generates control voltage. To discharge residual voltage between the different poles of the outlet for prevention of electric shocks, a discharging resistor 2 and a detection circuit 3 that detects the interruption of alternating-current voltage are connected. To suppress power consumption at a stop, the value of the discharging resistor 2 is increased. A switch 13 that is connected when service interruption is detected, a resistance element 14 are connected in parallel between the different poles of alternating current, and the voltage stored in the capacitor 1 is thereby lowered in a short time.
