PROBLEM TO BE SOLVED: To provide a human behavior detecting and optimum responding system equipped with the function of automatic detecting the human behavior and optimum automatic response. SOLUTION: The human behavior detecting and optimum responding system comprises a behavior recognizing and detecting means for determining the attribute and behavior of a moving person by extracting the behavior silhouette of the people entering in the specific environment from the characteristic information of an event image, using the quantities relating to the circumscribed rectangle of each person, and analyzing the behavior of the moving person, and an automatic determination and optimum responding means 130 for automatically preventing the moving state from developing into an inappropriate action or helping people in difficulty by detecting whether the moving states of the moving person will develop into immoral actions or are in difficulty in accordance with the result of determining the attribute and behavior of the moving people.
