PROBLEM TO BE SOLVED: To secure safety at a time of failure relating to an engine rotation speed command device and to enable works or the like including fine operation at a time of such failures. SOLUTION: This device is provided on a hydraulic excavator and is provided with an engine rotation adjustment dial 7, a controller 8 operating the engine indication rotation speed according to operation of the engine rotation adjustment dial 7, and operation quantity detection devices 10, 11 detecting operation quantity of an operation device 6. The controller 8 includes a second storage device 8c storing engine rotation speed at a time of failure relating to the engine rotation adjustment dial 7 as established rotation speed beforehand and an operation quantity-engine rotation operation part 8e operating engine indication rotation speed changing with setting the established rotation speed stored in the second storage device 8c at a time of a failure relating the engine rotation adjustment dial 7 according to operation quantity of the operation device 6.
