PROBLEM TO BE SOLVED: To provide a treatment method and a treatment device having high decomposing efficiency for oxidizable substance-containing waste water having a low chlorine ion concentration, particularly, for ammonia waste water. SOLUTION: Ammonia waste water 10 is brought into contact with an electrode 40 composed of a metal catalyst in the presence of a hypochlorous acid solution 20, and further, feeble electric current is applied to the electrode 40, thus the metal catalyst is activated and the decomposing efficiency from ammonia into nitrogen can be improved.
