PROBLEM TO BE SOLVED: To provide negatively ionized water which can easily make a large amount of negative ions exist in water, and maintain a high pH value. SOLUTION: Atomic carbon having a diameter of≤1 nm is made to exist in water, and negative ions are made to stay in water. In such a state, one carbon atom is capable of adsorbing four ions, and impurities dissolved in water can be efficiently bonded with the atomic carbon to improve the properties of water.
