<P>PROBLEM TO BE SOLVED: To efficiently create a roster for assigning a plurality of work items with various time lengths to a plurality of staff members while matching manual assignment to automatic assignment. <P>SOLUTION: In this roster creation system, a work item group 20' designated to be automatically assigned is selected, and a work item combination list 28 is generated based on it. On the other hand, a segment matrix is defined on a temporary roster 34. Each assignment segment constituting it corresponds to a predetermined time unit (e.g., day). Each work item combination is composed of one or more work items assignable to each assignment segment. After manual assignment is performed, assignment candidates are automatically assigned to each assignment segment that is an object of automatic assignment.
