CODED MOVING PICTURE CONVERTER

PROBLEM TO BE SOLVED: To provide a coded moving picture converter capable of applying resolution conversion with a high efficiency to coded information itself compressed by a conversion coding or information resulting from decoding only its part even when the information is less than a processing unit of the conversion coding.

SOLUTION: A coded information extract section 21 acquires coded information of a first conversion coded moving picture. A matrix arithmetic section 23 receives the coded information through an inverse quantization section 22. The matrix arithmetic section 23 applies resolution conversion to the coded information. A quantization section 26 quantizes the coded information subjected to the resolution conversion and a coded information output section 27 outputs a second conversion coded moving picture. The matrix arithmetic section 23 carries out the resolution conversion in a code region by using a conversion matrix including a received coding coefficient and a resolution conversion matrix from a conversion matrix generating section 25 and supplements a supplement coefficient matrix from an information generating section 24 when the coding coefficient from the inverse quantization section 22 is less than the processing unit of the coding conversion to carry out the resolution conversion.
