PROBLEM TO BE SOLVED: To reliably prevent bubbles from intruding into a fluid in each subunit. SOLUTION: When a fluid is vacuum-filled into a hydraulic circuit of a hydraulic unit, an additional volume chamber X and all subunits 10A, 10B, 10C are evacuated to a predetermined degree of vacuum. A small amount of air is left behind in each sub unit. When the fluid is filled from the upstream side of the hydraulic pressure circuit, the subunit 10A located on the most upstream side is firstly filled with the fluid, and the fluid is filled to the subunits 10B, 10C on the downstream side. Air which is slightly left behind in each sub unit is successively ejected to the downstream subunits by the filling with the fluid. Air accumulated in the subunit 10C located at a terminal is ejected into the additional volume chamber X together with the fluid, and the sub units followed by the additional volume chamber X are filled with only the fluid.
