PROBLEM TO BE SOLVED: To prevent divided data collected in a transfer destination server from being incomplete at the time of switching the data transfer destination while successively transmitting the divided data. SOLUTION: This data transmitter is provided with: a data dividing part for dividing data to be transmitted to a data collecting device 102a by predetermined data units; a connection establishment request transmitting part for transmitting a request for establishing connection for transmitting the divided data divided by the data dividing part to the first data collecting device 102a, or for transmitting a request for establishing new connection to a new data collecting device 102b when it is impossible to transmit the request for transmitting the divided data to the first data collecting device 102a; and a divided data transmitting part for successively transmitting the divided data divided by the data dividing part to the data collecting devices 102a and 102b connected by the connection establishment request transmitting part.
