PROBLEM TO BE SOLVED: To drive a variable valve train with good response when an engine is started while suppressing the flow of a large current in the electric actuator of the variable valve train when the engine is started. SOLUTION: Pulse signals outputted from a crank angle sensor are counted from the start of a start operation. When the number of counts reaches a prescribed value, the start of the rotation of the engine is determined and upon the determination of the start of the rotation, the driving of the variable valve train is permitted. Also, even if the number of counts does not reach the prescribed value, the driving of the variable valve train is permitted when a prescribed time is passed after a starter switch is turned on and the engine is running.
