A communication address issuing device includes: an address information storage unit (11) for storing a pair of communication addresses uniquely assigned to particular users issued, together with a user original address and information for correlating the pair of communication addresses; a reception unit (30) for receiving the data sent to the communication address assigned, together with the communication address and the transmission source address; a search unit (31) for searching whether the same address as the communication address received exists in the communication addresses stored in the address information storage unit (11); a correlation unit (32) used when the same communication address is found, for correlating the transmission source address received, with the original address; and a transmission unit (33) used when the correlation results in that the transmission source address coincides with the original address, for reading out the communication address constituting a pair with the communication address so as to make it as a transmission source address and transmitting data to the original address corresponding to the communication address.
