PROBLEM TO BE SOLVED: To prevent the possible assembly mistake of an annular leaf valve of a damping valve having a notch of an orifice in a piston part in a cylinder without requiring time and effort for the processing of an associated part even though an opening window part in a valve seat is partitioned in a valve seat member. SOLUTION: A structure of a damping valve includes a substrate 20 which is arranged adjacent to a valve seat part 11 formed in an end surface of a valve seat member 10 in a piston part 2 and has a hole 20a for communicating with a flow passage 14 for pressurization partitioned on the valve seat member 10 side, and a restricting plate 30 which is disposed adjacent to the back surface of the substrate 20 and which partitions the annular flow passage 31 for communicating with the hole 20a. An annular leaf valve 40 of a damping valve disposed adjacent to the back surface of the restricting plate 30 is provided with a notch of an orifice for communicating with the annular flow passage 31 on the outer periphery side. The restricting plate 30 partitions the annular flow passage 31 made up of the boss part 32 arranged adjacent to the inner periphery side of the substrate 20 and a partition part 33 integrally formed on the outer periphery side of the substrate 20.
