PROBLEM TO BE SOLVED: To provide a panel for promoting seeding and planting for further ensuring seeding and planting of wasteland or a slope where sowed seeds tend to flow out with rainwater. SOLUTION: The panel for promoting seeding and planting comprises a rectangular grid body 4 with longitudinal rails 2 and lateral rails 3 assembled in grid shape and integrated, and a frame body 5 mounted to the four sides of the grid body 4 and formed extending downward long from the grid body. The edges of the frame body 5 are formed to be sharp to facilitate insertion into the slope or wasteland and to make it hard for the installed panel 1 to move while making it hard for rainwater to infiltrate from the outside or to flow out to the outside of the panel together with the seeds.
