The set of inventions relates to methods for converting wind stream energy into a rotational movement and to propulsion devices for carrying out said methods. Said invention makes it possible to produce a rotation movement in the absence of a wind stream. The inventive method for converting a fluid medium energy into a rotation movement consists in producing a fluid medium action on at least one blade which is cantileverly arranged with respect to the axis of rotation thereof, wherein said fluid medium action is produced by forming the blade oscillations around an axis which is perpendicular to the axis of rotation thereof by means of a blade provided with a flexible rear section. The propulsion device for converting a fluid medium energy into a rotation movement comprises at least one blade which is fixed by means of a cantilever to a rotary joint connected to a base and is rotatable with respect to said rotary joint axis. The rotary joint has two degrees of freedom, the second axis thereof is arranged in a perpendicular position with respect to the blade axis of rotation in such a way that said blade is enabled to be oscillated about said second axis. The propulsion device is also provided with an oscillation drive connected to the cantilever, the drive body is rigidly connected to the rotary part of the rotary joint and the blade is provided with a flexible rear section. Said invention makes it possible to increase the efficiency of a liquid medium energy conversion into a rotation movement.
