The device has a hydraulic or pneumatic channel (1) with an outlet orifice (2) controlled by a main hydraulic or pneumatic restrictor (3), and an inlet opening receiving an inertial valve (5). A control chamber (6) receiving a spring and/or a counter-pressure controls the speed of travel of the valve. The fluid or gas present in the chamber escapes via the machining allowances around the valve and/or via nozzles (7).
