PROBLEM TO BE SOLVED: To provide an actuator such as a motor capable of obtaining an output of high torque and low rotation by a simple configuration without causing eccentricity. SOLUTION: An output shaft 4 is rotatably held by bearings 2, 3 held by a body case 1 without changing the position of an axial center. A cylindrical stator 6 is positioned to the body case 1, a plurality of magnetic poles 7 having coils 8 are provided at even intervals in a circumferential direction at the outer periphery. A cylindrical rotor 5 performs cycloidal rolling along the outer periphery of the stator 6 by loosely fitting the stator 6 for operating the excitation timing of each magnetic pole 7.
