<P>PROBLEM TO BE SOLVED: To attain smooth and highly precise feedback control by finely calculating motor speed. <P>SOLUTION: In detecting the edge of a pulse generated by the rotation of a motor and calculating a motor speed based on the edge, estimated speeds V<SB>01</SB>, V<SB>02</SB>and V<SB>03</SB>corresponding to elapsed times T<SB>01</SB>, T<SB>02</SB>and T<SB>03</SB>from a time point t<SB>0</SB>of a previous edge E1 at a predetermined sampling cycle are calculated until the next edge E2 has been obtained, if the next edge E2 is not obtained in a period from a time when the previous edge E1 is obtained to a time when a time of a previous edge cycle T<SB>0</SB>is reached.
